It's a Steam thing. It doesn't work without Steam. Does the game even work without Steam?

YlanD, the game was meant to be played with Steam.
Aside from that, I did some searching for the problem you are experiencing on the internet in general and at the official Total War forums and I couldn't find anyone else having the same problem.
Question: were the ninja vidoes playing okay before your cousin used your computer? If so, you might want to ask them if anything unusual happened while they were using it. Also, you might want to ask your brother for more information about what all he installed for Shogun 2. Was it just Shogun 2 or did he also install Fall of the Samurai or Rise of the Samurai expansions as well?
If we are to have any chance at solving your problem, it may help to know a little more information such as what version of Windows are you running on your computer? What is your video card? What drivers are you using for the video card and are they up to date? Are all the game patches installed? What version of DirectX do you have on your computer? I'm sure there might be a few more questions to ask you, but they are escaping me right now (and I'm not a tech person either).

i think my cousin was delete the -videos- folder.

If your cousin may have deleted some files, I think your best option is to have your brother re-install the game.
