did you cross into the last portion of the imperium bar? I mean, it is possible to win without triggering the CW if aiming for cultural/economic victory; even military is possible by nurturing many allies.

That's a new benchmark then.
I have not seen anyone reporting civil wars since patch 7 though. I, on my part, have not gotten to the last imperium bar in my games: my MPC is stalled due to a newly introduce desync and the SP campaigns I just restart constantly to experiment. But, alas, I have not seen anyone complaining about a vicious civil war since patch 7... Might be CW is bugged now? Or the CA removed it, LOL?
the mechanic is still there I don't see why it wouldn't happen

I for one would be happy to hear they tweaked it so it's possible to complete a campaign w/o civil war triggering. It would finally make politics worth paying attention to, right now I do it just because it's there to be done, not because it matters.
