For the sake of the franchise I would hope it was mod tools but a wrench also points to mechanical work. Be it development or what ever.

They already did a major expansion with Caser in Gaul. That is usually the point when they start moving people over to the next new project.

Well I really think that it will be the mod tools, they have been quite for a while so they must have been on to something big. But I think we will see a big dlc after this, that's what CA has been doing some free content than dlc.....

Mongol Invasion DLC will solve Rome 2 core issues
An interview with Mike Simpson, Creative Director (CA)
    PC Gamer 01/2014

"Mongol invasion was the first addon in history of the Total War franchise. [...] We are aware some people have issues with the siege AI capabilities in Rome 2 despite our extensive support.
Thus we came to the conclusion that a Mongol invasion DLC will be able to satisfy our fanbase.

Instead of facing tedious siege battles with uncertain outcomes we replaced them with a complete new design decision where pillaging will become far more important, while walled settlements and cities will be much more easier to conquer. [...]

We are sure this new set of features will fairly legitimate the often debated coexistence of torches and sieges within Total War: Rome 2.
    [...]
We've always listened to our community and are very confident that this approach will outmatch the current system by far, plus solving some few recurring known issues the siege AI had.
The new Mongol invasion DLC will offer our customers a more intense and challenging experience and additionally introduce complete new perspectives about siege warfare."

Actually sounds pretty close to what CA would say.
