What does it mean when u have a plus 1 command rating, wat does it effect in battle?

the better your command rating means the better your troops perform

generals with several command ratings give a valour bonus to troops

However, in my experience the attacker-virtues don't work properly. They show in the strategic map, but I don't get the bonus's in the tactical battle.
