That means Windows cannot recognize the filetype of the installation file. I guess you didn't download the EXE installation file, but the RAR installation file. The latter is a compressed archive (instead of an automatic installer) and needs to be unpacked by another program, like winRAR. You can download a free version of winRAR here.

Alternatively, delete the current file and download the EXE installation file - that should work too.
