    Your major settlement should have


    Hellenistic Metropolis (needed for 2 extra army recruitment slots) -10 food -12 PO
    Temple of Ares Enyalios -10 food +6 PO (+2 unit recruitment capacity with Bread and Games which you will be running anyway)
    Ephebic College -10 PO
    Stratopedon -10 PO
    Hippodrome (mandatory for PO management) -10 food +20 PO (+4 PO with B&G)

    So your major settlement sits at:

    -50 food, -2 PO

    Minor settlement #1:

    Minor settlement building
    Port
    Monument of Leonidas - 10 PO
    Temple of Ares +4 PO -4 food


    Minor settlement #2:

    Minor settlement building
    Port
    Armourer - 10 PO
    Temple of Ares +4 PO -4 food


    Minor settlement #3:

    Minor settlement building
    Port
    Foundry - 10 PO
    Temple of Ares


    Minors are sitting at -18 PO -12 food

    Total:

    -62 food, -24 PO

    With Bread & Games that will be:
    -58 food - 16 PO

    This, as you can see, is quite a drain on your faction's food resrvers. Also, without access to the Circus Maximus (which only Rome gets) you will have serious PO management issues. They can be met with the help of Dignitaries and good governors. Alternatively you can chooes not to upgrade your major settlement to conserve PO. And minor settlements (as all 4 settlement provinces have at least one resource) will probably also need to stay tier 2 thus you will have a bit less resources to trade. But for all your trouble, you will get:

    +70% Morale
    + 8 Experience for your infantry
    +45% melee infantry attack
    +20% melee infantry defence
    +20% shield effectiveness
    +25% armour
    +15% charge bonus
    - 15% land unit recruitment cost


    The bonuses for 8 experience ranks:

    +6 to melee attack
    +7 to melee defence
    +16 to missile shots per minute
    +5 to morale
    +16 to missile accuracy
    -2 to fatigue

    Your Royal Spartans would look like this right out of the box, all bonuses applied:

    Melee Attack 73
    Weapon Damage 36
    Bonus vs. Large 20
    Charge Bonus 32
    Melee Defence 89
    Armour 119
    Health 60
    Morale 136
    -2 to fatigue

    Too bad that you can only build six of them for the entire campaign, while as Rome, Macedon and the Seleucids you can build fullstacks of your elite units (Praetorian Guard, Silver Shield Pikes and Swords, MCD Royal Guard etc.)

    You can build Spartan Hoplites though :D They're like the Veteran Hoplite mercs, aren't they? Pretty tough to break in any sort of situation and they're also bigger than everybody else! :D

    Btw, there is a wonder somewhere that you pretty much have as Sparta anyways that increases your Bread and Games edict to +10 Happiness without any special other things. If you get a good dignitary, who boosts it even further, you can get +20 or so from it. Happy happy fun though when that dignitary dies.

    Silly question, when you take a province that imports food and stop taxing it, do armies that sit inside it starve or does it just not apply any negative effects? You could do that. I doubt it will be making lots of money anyways.

    Armies are unaffected. I typically take big food importing/modest earning regions offline to avoid food shortages and have never noticed any army attrition as a result.

    No I mean if you have a huge recruitment center with all the upgrades and everything.. You could just not tax that and still get all the benefits. It wont make money anyways, not compared to a similar province that is geared towards making money anyways.

    I understand. I have done just that. Any armies in the untaxed (and formerly food importing) area do not starve even though the province would cause a food shortage if it were taxed.
