Playing as I think Julii, maybe Brutii, Gaul blockaded my port without going to war. If I wanted to attack them to relieve the blockade, it would ask if I wanted to attack a neutral faction. Just a bug?

Sounds like a bug. AFAIK, a port blockade always results in a DoW
