Playing as either Perg or KH, the adviser gives a notification about military settlers that happens every turn no matter what. I've tried turning advice off, resetting the adviser and reinstalling EB2.

What you do is to make use of the settlers. He'll keep telling you about them until you do.

The advisor tells you it's a "building" representing the colonization. Or doesn't he? You can build the colony in one of your settlements. Search through them to see which one(s) can build it.

I think I've possibly found the problem.
In my Pergamon campaign the Resident Military Settlers building already existed in the city. Once I destroyed it and added Foreign Military Settlers to the queue, the message stopped. Now I don't know whether this is a bug or whether I was solving it in the wrong way so I'll list what was available to be built in the city just in case I'm meant to be building something else entirely.
Gift Estates, Small Grainery, Large Port Town, Waystations and Garrisons, Forum, Small Scale Industry, School, Field of Games, and all the temples.
Now I have tried to queue all these to be safe but so far the only way I've gotten rid of the adviser is by demolishing the existing settlers building and putting a new one in queue.
Oh, that could be it - you have settlers available, but no settlement that doesn't already have a colony in place. Once you conquer some place, you should be able to make use of them.
