Eremos in Ireland/Scotland?

Hiya guys, long time lurker here. I just registered to report this wee thing I noticed as Pritanoi. The northernmost tip of Scotland (or Caledonia I spose) and about 4/5 of Ireland is taken up by the Eremos province (which as I understand was a sort of placeholder province in the Sahara used for scripts and such in EBI) and there are no visible cities or settlements within said province. Is this intentional or just a bug? It seems to prevent complete conquest of all of Britannia which is frustrating my dreams of a glorious Briton Imperium patrolled by hordes of indignant gingers and naked fanatics

Intentional, during our timeframe those areas were very sparsely populated...
