Bosporan kingdom can't build minor polis

Not 100% sure if this is a bug but I seem to be unable to build a minor hellenistic polis as bosporus (it is not present in the building browser either). I can build the upgrades (polis and metropolis), but only if a minor polis is already present when I capture the settlement.

The building browser sometimes ignores buildings of the village level. I'll have a look and see if there's a problem there though. There might just as well be a requirement reason why the first level isn't buildable for you at this point. I'll let you when I find out.

I've figured it out after playing a bit with other factions, I didn't realise you need a colonist for the minor polis as I could upgrade existing ones without without colonists. Originally I did think I needed a colonist but I got confused when I could upgrade without one.

So there's no bug, I just misunderstood :P.

Ok I have a weird bug also playing wit KB:
The first time was on turn 34(I owned Chersonesos and my Capital) after loading my save I could build a colony in both cites and a minor polis at Chersonesos all at the same time.The next turn both vanished.

Also,is it normal that the minor polis doesn't show up in my building roster?
So when exactly can I build the settlers outpost and when should they normally show up?

I think they should normally require a group of colonists so you'd need metropolis first.

I did encounter something similar where I could suddenly build minor polises and settler outposts everywhere after capturing an epeirote town without any sort of polis.
