It's not possible to use the standard diplomatic system to negotiate with rebel factions, because technically there are no rebel factions. There is a single "rebel" faction, which controls all independent cities and units. Any trade treaty with them would apply to all independent cities on the map, and that's not realistic.Originally Posted by Mihai Viteazul
It is possible to simulate "tribute" and defensive alliances via scripting (EB1 already had a few of the latter), but scripts are rigid and there is a limit to what they can do.
