[minor bug] Got a KH congress event as Makedon, and KH is a dead faction

Pretty much what it says. I presume this is a timed event of some sort.

Was it Called the "Koinion Congress" or something similar? If yes, everybody gets this event, as it occours after a certain number of turns...I got it once when KH was already gone as well...

It's a timed event if KH is played by the AI - it requires a 'not faction dead' condition to avoid this. Not sure why it needs a historic message event in the case of the AI' it's hardly of interest to other players.
