Mentor ancillary giving malus instead of bonus

The "mentor" retinue is meant to reduce squalor (famine) but it increases it : my governor with this retinue and no toher sualor related traits reduces population growth.

There are 2 Mentor ancillaries, both functionally identical. As you can see they seem to be intended to grant Law and Squalor, so more Order, and less Growth.
