    Actually, Emperor Edition is patch 15, with a fancier name. Of course, to be just with the Creative Assembly, it also includes the Augustus Campaign for free, but that's all, no Snake Onagers, Spartanz, decapitations or Teuta.

    The DLC option is a "feature" that exists since the Steamization of TW games and it's exclusively dedicated to make you buy any DLC. The few times, I decide to test Nappy, that little icon insists that buying the "Battle of Friedland" DLC will impressively change my gaming experience...

    Emperor Edition is the equivalent of Rome TW Gold / Shogun TW Warlord Edition - includes all of the content but minus the expansion packs, which are now DLCs.
