Some do sit it out but Ive never seen a counter-riot. I also dont look too closely, as Im too busy frantically bringing more guards to the scene before it spirals out of control.

Dont worry, the Steam summer sale is only like six months away!

So I decided to start a third prison, using the lessons I learned from my previous two. In the second one I had one big mess hall for everyone which was a mistake because it took time for people to get there which was bad. Also I had to stagger the eating times to prevent riots. Now Im tossing the low security section because lets face it, low sec inmates are boring, but now the medium, high, and supermax wings of the prison will be self contained with their own mess halls.

Can the warden personally intervene during a riot to give a moving and heartfelt speech that quells the anger in the rioters' hearts and heroically ends the violence for the day?

Nah he just stays in his office the whole time. You can also call in riot police if your own guards cant handle a riot. And if they still cant contain the riot the national guard comes in, kills/incapacitates all the prisoners, and then you lose because the government takes over the prison.

Is there an option to lobby for increased severity of sentances for petty crimes among black communities?

Wait, sorry, forgot this isnt the backroom, sounds like an interesting game though.

No, but you can personally edit the punishment level for various crimes and hand out random punishments like a random 24 hours in solitary.
