    Default I can not build the Congress

    After I conquered (as Koinon Hellenon) Pergamon, I get the opportunity to build a congress. But it makes no progress, it is always at 0%. Am I encountered a bug?

    I believe that KH can only build one congress building, after that other options open up for the player.

    Try building it in Korinthos. The scripting for the reforms seems to indicate that's where it needs to be.
