Because in the Star Wars universe, they've mastered faster-than-light travel, and can send communications from Naboo to Coruscant instantly, but can't figure out how to locate rebels on a planet full of ice simply by establishing ordinary radio contact from one part of the surface to the other. That has a very limited range, you have to go out looking for them.

Faster Than Light - Day 1 - Civilian Sector

The data you carry is vital to the remaining Federation fleet. You'll need to dodge scavenging pirates, bloodthirsty mantis, rebel ships, asteroids and numerous other obstacles on your trek to save the stars.

But first you must choose your captain and name your ship.

This is your arena. I feel I must return to mine, with a convoluted scheme to capture the Viceroy even though I have no idea if I can bring down even one droid control ship, and there is a huge blockade of many, many ships, so you'd figure if I can bring down one, another would just take over. Because duh. No one would be that irresponsibly stupid, especially a guy whose master plan is to control the galaxy by persuading trade federation guys to block trade.
