Are you playing 2.03c? It was an error in 2.03b's EDB that allowed Allied Governments to be built almost anywhere.I've seen something a bit weird. Playing as Makedonia, Even with "Epistateia epi Hellenas", the "Nomos Symmachos Autonomos" is still an option to build, when I think it has no sense.
It began on seven hills - an EB 1.1 Romani AAR with historical house-rules (now ceased)
Heirs to Lysimachos - an EB 1.1 Epeiros-as-Pergamon AAR with semi-historical houserules (now ceased)
Philetairos' Gift - a second EB 1.1 Epeiros-as-Pergamon AAR
