Generals/Goveners?

is there any way I can create or speed up a supply of goveners? I have more provinces than generals to govern them and there going to the dogs once under auto manage.Ive tried fighting battles with armys with no general but I haven't had the old, man of the hour thing happen were a captain is made up to general. does this mechanic still excist?

Slow down your conquering, there. Or just set low taxes for a more rebellious prone settlement.
