Lightbulb New ruleset for rtw online battles

Hi everyone, I've came up with a new idea for a ruleset to make online battles more fun and balanced. I'll name it the Emodude ruleset (or EDR in short).

Spoiler Alert, click show to read:
First of all the host must decide whether only pre-Marian or post-Marian roman units are allowed in the first case it's called the Pre-Marian Emodude ruleset in the second the Post-Marian Emodude ruleset. In the case of the pre-marian ruleset there is only one roman faction allowed, namely the SPQR-romans.
this is a list of units that are counted as pre-marian:
    -velites
    -hastati
    -princeps
    -triarii
    -peasants
    -gladiators
    -pigs
    -wardogs
    -ballistas
    -equites
    -roman general
-roman cav (actually post marian but they should have acces to light cav for balance purposes)
    -roman archers
this is a list of units that are counted as post-marian:
    -roman armoured general
    -peasants
    -legionary cohort
    -legionary first cohort
    -early legionary cohort
    -early legionary first cohort
    -praetorian cohort
    -urban cohort
    -town watch
    -praetorian cavalry
    -legionary cavalry
    -roman cavalry
    -auxilia archers
    -light auxilia
    -cavalry auxilia
    -gladiators
    -scorpions
    -heavy onagers
    -onagers
    -ballistas
    -repeating ballistas
    -wardogs
    -arcani

This is a list of all the rules:
-denarii may not be higher than 30000k/player and not lower than 10000k/player
-no art except for scorpions. You may have a maximum of 2 units of scorpions. There is also an exception for siege battles: all artillery is allowed but you may have a maximum of 2 artillery units.
    -no attack/weapon upgrades.
-general's bodyguard cav may only be used for general units and all factions except the greek city states must have a generals bodyguard as general unit. The greek city states may choose to have a unit of spartan hoplites as general
-max 1 unit of elephants, a carthaginian player may not choose armoured elephants, a seleucid player may not choose the smaller elephants.
-max 2 of each type of cav
-max 4 cav units (general's bodyguard cav and elephants do not count as cav) exceptions are parthia and scythia: they may have unlimited cav.
-max 2 units of heavy cav
    -max 2 chariots (general excluded)
    -max 1 camel unit
    -max 1 first cohort
-max 3 units of foot archers
    -max 2 units of slingers
-max 5 units of foot javelin skirmishers
    -max 1 head hurlers
-max 5 of each unit type, except for post-marian cohorts: you may up to 10 of them but they have to be all from the same type and if you choose legionary cohorts or early legionary cohorts you must have one first chohort
    -max 2 berserkers
    -max 2 units of wardogs
    -max 1 unit of pigs
    -max 1 unit of arcani
-max 3 units of Spartans (including general)
-max 3 units of sacred band phalanx
    -max 12 phalanx units
    -max 2 female units
    -no red line camping
-testudo formation may only be used as protection against missiles, not phalanxes

ps: because it are a lot of rules I recommend to copy paste the rules into a word document and print it out if you still think it are too many rules, try the simplified version of this ruleset (EDSR) then:

This is a list of all the rules in the simplified version of this ruleset:
-the host can decide to not allow roman factions
-denarii may not be higher than 30000k/player and not lower than 10000k/player
-no art, except in siege battles you may have up to 2 units of art
-general's bodyguard cav may only be used for general units and all factions except the greek city states must have a generals bodyguard as general unit. The greek city states may choose to have a unit of spartan hoplites as general
-max 4 cav units (general's bodyguard cav do not count as cav) exceptions are parthia and scythia: they may have unlimited cav.
-max 2 units of heavy cav
-max 2 of each catergory of special units: (camels, chariots, head hurlers, women, berserkers, pigs, wardogs, spartans, sacred band, elephants and arcani)
-max 3 of each category of foot missile units (max 3 slingers, max 3 foot archers, max 3 javelineers)
-max 5 of each unit type, except for post-marian cohorts: you may up to 10 of them but they have to be all from the same type and if you choose legionary cohorts or early legionary cohorts you must have one first chohort
    -no red line camping
-testudo formation may only be used as protection against missiles, not phalanxes
