pointYou've forgotten the first step. Flatten the country with ordnance and starve the people into submission so you can carry out your subsequent plans on your terms. If you can't be bothered to do that, then the above won't work. In some ways, the Russian plan for Syria is more conducive to creating a stable, secular, democratic republic based on gender equality and the rule of law, as they're at least doing the first step I describe.
