I don't remember exactly, but for some reason it couldn't be assigned to Pagan factions i.e. Orthodox in the game.

They look cool in game, but seems they are unfinish:
When I 'drag' an army, the army graphic becomes the western unit
When the faction leader go to another province, the leader graphic becomes the western leader
