This means that putting a person into academy MIGHT help him getting a few points toward a trait without actually gaining full level of it to this fact becoming visible. However it Might prove beneficial later on in his life as other events push him over the threshold of that trait more easily than if was missing the few invisible points he got back then in the academy.
