Playing as Pontus. Isn't it rather early for them to recruit the Persian Royal Cavalry in the Governor-General Government? Being a rather expensive heavy cavalry, shouldn't they only be available after the reforms?

Also related to the reforms. Do I need to kill the Enemy General as part of the reforms requirements?

I'm guessing they get the Iranian Royal heavy cav due to Persian heavy cav traditions or something, since they are technically a Persian dynasty(although very hellenized, obviously)--unless I'm mistaken.

I'm not sure about the Enemy general part for the reforms. Lots of reforms do require the opposing army to be FM led, not sure if Pontos is the same.
