Even so, LOOKING intact doesn't mean BEING intact. When properly checked, the structures which look intact may prove totally unusable.

That's why refurbishment is needed. That's the point I'm trying to make here.

The chances of them being unusable are very slim - and you have at least a basic infrastructure going on, which serves well for Athens should they decide to host the Olympics again. Probably not, because of money issues, but still.
