I just think using something completely out of the context of this game, such as pointing to someone being active elsewhere but not here, and using it as a reason to push your suspicion of someone is against the spirit of the game if not the exact letter of the law. Just say he's not being as active as you'd like and leave it at that.

Is referring to someone's off-site activity considered bad sportsmanship in these games? I'm genuinely wondering because I've never seen this argued before.

I don't know about here, but on our site (RealmsBeyond) it's strictly forbidden. People have taken advantage of it and we dislike it there. I agree, it seems kind of sketchy.
