Doesn't matter which way I do it or if I wait a couple seasons and then try. As soon as I choose enslave, occupy, etc it freezes. I'm playing as Arevaci and I think it might be related to victory conditions. Gergovia is the last city I have to take.

Is it by chance the last city the Arverni or another faction owns?
How long did you wait after the freeze?
Do you have an error log?

What faction exactly are we talking about? What I suspect is happening is that the faction in question is horded from having their last settlement captured, which can take up to half an hour to process for some reason. Capture it again, pick something to do with the settlement and just let the game process for a while, see if that fixes things.
Would be weird if Arverni are the faction in question though, as they're not supposed to be able to horde.
I don't know what the issue was. Not related to hording. Averni and Aedui both were down to their last settlement. If i lifted my siege of Gergovia and took the Aedui capital first, then went back and took Gergovia, I would get the victory message and the game wouldn't freeze.
Obviously it was something situational and specific with that action. Sometimes that happens, and the only way to navigate around it is to change what you are doing.
