Human altruism can't be relied on for disasters all over the world because there are simply too many of us for our mind to adequately comprehend. We weren't meant to be connected to everyone all the time. It shouldn't surprise people that a French billionaire would want to rebuild a French cultural landmark.
Thankfully, God invented taxation and administrative law to limit the human element.
