I think Jarad Kuschner and the Israelis worked hard to craft a plan that they could present in good faith with a straight face, but it was designed to be rejected. Once rejected, or even if counter-offers are laid, the Trump and Netanyahu administrations will claim the lack of unconditional acceptance as justification for abandnoning a 2-state solution approach.
The part that struck me was the sovereignty of settlements deep inside the Palestinian territory above and beyond the parts of the West Bank being ceded to Israel. Particularly striking is the inclusion of planned future settlements which the Palestinians must agree to accept.
This is what's known in my sphere of business as a "Japanese NO". Rather than directly negating a request, simply condition it upon unacceptable conditions.
Edit: I missed the true poison pill... what's being offered is limited Palestinian statehood with no defensive capability and which must grant unlimited right of access to the IDF. Nobody expects this plan to be accepted.
