In my campaign, the year is 170 BC, I have conquered 103 settlements, but the event does not trigger. Anyone know why?

Ok, the Marian reforms do happened in my game, but in 160 BC rather than 172 BC.
It's good but I still don't know why it happened so late.
Did it randomly picked a year after 172 BC or any other requirements I need to fufill?

They happen when you are in 172 B.C and you have landowners in Italy and land laws.
