Partially. A great many peoples besides the Romans lived in Italy at that time. Etruscans, Samnites, Greeks, Gauls, etc. These did not disappear after the Romans took over. Modern Italians are probably descendants of all these group, plus any later immigrants (Goths, Longobards, Normans in Sicily, and so on).
