    Scipii starts with 4 characters and 2 more will become of age within 5 in game years. Plus I hope it's easy to make generals recruitable just like in og RTW incase that is needed.

    For ranks I'd like to keep things easy. Since roman factions are technically part of SPQR then no need for proper Cursus Honorum?

    I would go with these ranks(I'll explain armies furter below):

    Spoiler Alert, click show to read: 
    Prefect
    Can command garrisons to figth off smaller enemy armies and rebels but must remain in the borders of the province.
    Perfect rank for those who like to hop in from time to time and get some action.

    Tribune
    Can control a Cohort. If independent can move around freely and fight any enemy armies.
    If attached to a Legion must stay within 2 turn movement radius.

    Legate
    Controls a Legion.
    Can fight any enemy armies and besiege settlements.
    Appointed by the Council.

    Faction leader
    Must be in game faction leader.
    Controls a Legion.
    Can appoint Prefects to provinces not controlled by Governors and Tribunes.
    Can move Captain led armies.

    Governor
    Appointed by the Council
    Can be given up to 3 provinces to control.
    Can appoint a Prefect.
    Can set tax rates, construct buildings, recruit garrison in the provinces they control.

    Quaestor/Magistrate
    Sets taxes, constructs buildings, recruits units in provinces not governed by Governors.
    Can move any unmoved Captain led units.
    Ends the turn.


    And about armies

    Garrisons
    Can be used by Prefects/Governors to fight enemy/rebel armies in the province.

    Cohort
    Consist of 3 Infantry, 1 Missile and 1 Cavalry unit.
    Can be reinforced with 2 additional auxiliary units(either mercs or faction units)

    Legion
    Consist of 2 Cohorts (6 Inf, 2 Mis, 2 Cav)
    Each Cohort in a Legion can further reinforced with 3 additional auxiliary units.
    Up to 2 additional Cohorts led by Tribunes can be attached to a Legion.

    Ships
    Can be moved by the Faction Leader unless they are transporting an army led by another player.


    It's a bit barebones now but I'll make it look better later..
