Greetings from Canada!

I don't know if it's just me, or everybody has this problem. I was trying to install the mod, Imperial Splendour, into my game; and Windows says it can't find the .exe file for Empire.

Questions: 1) How do I get Windows to find that file? and 2) Are there mods that Windows can find?
