I guess that this influence thingy is a bit of a mystery how it works.
I think it counts a bit. But it can possibly also have something to do with the age, and commandstars, of the ruler. Logically, a young ruler should have less initial influence, as the more senior rulers and leaders wouldn't have much respect for the person. Due to lack of experience on his behalf.
