I'm still tracking it down, but something is rotten in the accounting department. I have budgeted builds and units over and over and often run out of koku before the end of the year. Since my basic math skills are still intact, I don't think I made _that_ many mistakes.

Suspected: At least for Uesigi, the unit build bonus (archers) is not being taken, so I seem to be paying 300 rather than 225 per archer. I don't _think_ there is an error on provincial improvements, but I haven't saved a game and tried each one by one. However, I have gotten some wild fluctuations in koku expenditures compared to the budget since I'm in a holding mode right now, teching up and only building my extra armies up slowly.

Edit: Ok, it isn't the archers. I'm going over each thing one by one. Gahhhh, for a MP campaign, I could figure it out in a few turns.......

Now I'm wondering if it isn't me, but then if I was adding up buildings by the old costs, I should be getting extra koku at the end of the year. I might be building "extra" with the reduced time and eating my budget that way.
