I remember reading some about this months ago, but the jury seems to still be out:

Do farmland upgrades affect the quality of harvests?

In other words, i realize that upgrading farmland gives you a higher base koku. But i'm wondering whether upgrading farmland leads to more "average" or "good harvests" for a year.

    Any ideas?

There has been no indication from what I've seen that the level of farming has any impact on which harvest you get.

You could always look for this by playing a campaign with Mori (unfertile) and one with Hojo (buku fertile) and see if a tread shows up over several campaigns.
