Reappearing factions

Ok, the Elmoheads and the Turks just reappeared on the map. Of course,thats nothing new. The Turks took over one of the neighboring Rebel provinces. Ok. However, the Elmoheads showed up and took over one of my provinces that I had 2 full stacks on, with some nice troops as they were remnants of previous crusades, plus a castle Huh? Why did they reappear on one of my provinces and not wait for another rebel province?

And of course they showed up in one of the remaining provinces that I still had with shipbuilding.... I had been losing the sea war with the damn Italians. They keep on targeting my provinces with shipbuilding destroying that upgrade, thereby slowly eroding my ability to create ships which in turns, allows them to raid more... DOH I know it is probably coincidence and the AI is not that smart but it has made for an interesting game

did the turks or elmos appear in provinces that they used to own before they got killed?

i heard somewhere that they only appear in provinces they used to own. rule of thumb is never let ur province loyatly go down. i built at least 1 spy, an assain, a reliogus figure, and a border fort. this rises loyatly a lot.
