    After their initial volleys the 2nd row don't shoot. Probably due to their tight formation, which other archers don't suffer from. Either use loose formation or use a single row to have them shooting.

    I believe some other archers suffer from this too, such as the Janissary archers.

    I'm almost sure the second row will always fire if they are in range my only guess is that you right clicked on the enemy and by doing this the archers won't move but will concentrate as much fire as possible on that unit and when you did that the first row was in range but not the second.

    Only other thing I can think of is that they were in hold position and maybe you left clicked or right clicked on them in this case doesnt matter. But I cant say never used hold position before and I don't know if they will march to within range of there target when you have hold position selected. Anyway dont know if giving an order to a unit holding position will cancel it or it will make them stay there but concentrate on a target that you select as long as they are in range. I always use hold formation on units I don't want to skirmish. Makes it easy to flank the unit that is attacking your archers. The only negative about that is any unit can quickly pull off a unit in hold formation.

    Erm it was tested in custom battles using flat terrain.
