I noticed an interesting thing in VI expansion. On the map of England, in Viking campaign, I am able to transport my troops across the sea WITHOUT having a port in starting province.
In standart campaign I still need a port for such thing.
Is this thing hardcoded, or can be changed somewhere in data .txt files?
That is because you are Viking. The Vikings can do that, it is a special ability for them.
