I've been wondering how to set it, i cant remember, does anyone else know?
Call up the properties of your VI shortcut (right click then select properties), after the strict server add a space then type -loyalty:200 . Below is an example of my shortcut with loyalty set to 180.
"F:\Program Files\Total War\Medieval - Total War\Medieval_TW.exe" -strictserver -loyalty:180

Then I don't think you can adjust the autotax to your own level, I'm sure the command switch was only included in VI.
You can give it a go, right click on your MTW shortcut and enter a space after the " -loyalty:200. It will still look like my example below, except the stricktserver will be missing, that was added by VI. I don't think it will work though.
