Its not always possible to have them campaigning, someone has to guard the borders. I seem to get it alot also and it really sucks when the 5 star facing off the 7+ star Byz general suddenly becomes a 3 star. Damn Byz seem to attack first turn or soon after and he becomes a good runner or coward then too. Their damn pride can cost an army and province easily.
