Is the valour bonus just for the general or is it for the whole unit the general leads or is it for the whole army that the general leads?

I have another question I know that morale bonuses (like from Natural Leader) get applied to the whole army. But what if a general is a Natural Leader but is not leading the army. Will the general and his unit still get the morale bonus from Natural Leader or does the general actually have to lead the army for the Natural Leader to kick in?
