The only possible options are:
1. Mod Viking Invasion and edit the homelands and the amount of points a factions receives for conquering other lands.

2. Mod either VI or M:TW and edit the descriptions of Glorious Achievements. You can't create new ones, but you can edit them to tailor your mod.
