Thx. I see that Kaga has 65%, the lowest rating as far as I can see. ...but, what does it means?

It means that the defender in Kaga gets 65% of the attacker's koku.
So if the attacker spends 10,000 koku, the defender has to spend (10000*65%) 6,500 koku for a fair fight.
