Most clans are started on the battlefield between long-time friends. A good deal of online experience is needed, along with resources, like a site with a forum. You also need to attract members who wish to be in your clan for reasons other than just to be in a clan. A good combination of basics, like friendship, skill, availability, web skills, and hosting capability are needed for a clan to keep it's old members and attract new members. Many clans that do not have basics like this dissolve. There is a wasteland of Geocities sites and Ezboard forums out there, all the remnants of clans that never took off, that never had any substance. Go through it next time you are scrolling through the .com or .org. A clan with nothing but an ezboard, an advertising post, and a founder rarely lasts.

Forgive me for all the doom and gloom, but making a clan requires you to have a lot of things going for you. Plenty of veterans have seen new clans fizzle out because they did not fulfill the basic requirements. They usually respond to posts like this with "Good Luck". Well, what I've been saying is pretty much what "Good Luck" really means. I dont want to discourage you here, hopefully I'll encourage you to compare and contrast the dead clans with the live ones and find out what makes a clan successful. Ask around, most clans will be happy to tell you their history and why they are so great Formulate a strategy after studying this.

    Good Luck.

Start a clan now and since your time horizon is RTW, recruit slowly. The core players shall be the one who will stick with you until RTW. If any of them lack courage to press on, count it a blessing that they leave you now, not when you need them.

If you wait until RTW to build the clan, other clans may have headstart to have the core players and infrastructure in place (web site, clan forums, etc) to recruit, meaning you will have problem competing for stable and good players.
