I'm confused as to what you actually mean by your question. To move troops you have to have an uninterrupted link of ships in every sea lane from where you are to where you want your men to go. So, if the person you're trying to attack has ships in one of those sea lanes, its not gonna work. And, you also need to have a port in the province you're taking the men from....unless you are doing a Viking campaign, in which case the Vikings don't need a port. This was so they could make raid attacks and leave again without needing to build a port first. Also, the Longboat didnt really need a port. So is there any other issue? You cant just leave your men on a boat, you have to have a land area you're moving them to.

Aelwyn is right: you do not need to load troops on ships to transport them: just have an uninterrupted line of ships from the home province to the target province and you can pick up the troops and drop them in the target province. However, unless the target province has a port standing after you've ravaged it, or if you are the Vikings, you cannot get your troops back. This can cause trapped armies and loyalty issues with the king being separated from the rest of the country.
