No, the Mongols cannot construct buildings apart from watch towers/border forts. The Mongols will get reinforcements from the Khan if they obtain koku by plundering. This is to encourage the Mongol player to be aggressive (more units) and the Hojo player to withdraw slowly (less units for the enemy).
