can't build halbardiers

I'm playing a campaign as the Italians. I have a town Milita in Sardina but I can't build any Haldardiers. The tech tree that I have lists this building as the only requirement. The provence has never been invaded so there are no destroyed or damaged facilities. What am I missing? Do I need to wait for a certain date?

If you are playing in early era and with the patched version of the game, you can't build them until High era starts (1205).

Yep you have too wait for the high period to build halbadiers. You have to wait until around 1200
