grand mosques are unique so you have to build a grand mosque and then academy, then deleting that grand mosque to build it elsewhere.
easier way would be to use gnome to change grand mosques to nonunique by deleting the unique tag in the properties column
You can buil multiple grand mosques (and multiple military academys) when you have them in the construction queue of multiple provinces before the building of the first one is started. At least at v 1.0 that is.
IIRC you cant do that in V2.1. If you try to build two one of them stops.

It's a whole lot easier to boost zeal and declare multiple Jihads, which will give you more JHI.
