    I once read where Roman Emperors passed out bread to pacify the public. Does anyone know if programs like these will be in the game to increase loyalty?

    Thats the sort of thing I would like to do rather than slaughter rebels
    maybe those guys should be doing something more useful...

    That would be cool, but I dont think it will be that deep...it would be too large a leap from MTW. They want this game to be accesible to everyone, something that Civ3, for example, is not.

    how about pacification programms like when, Caesar lined the main road through gaul with the bodies of dead rebels?

    Actually part of the reason the Romans built all those roads )wich were made out of stone so they would'nt be muddy) was a pacification program in itself as it would keep the Roman army occupied while they had no war to fight
